God “knew” us because he knew with certainty that he was going to create us. As Psalm 139:16 says, all of our days were ordained before any of them came to be. The Bible does not teach the preexistence of the soul, but it does teach the totality of God’s knowledge concerning the past, present and the future. We were in his heart and on his mind long before we were born.
