Here is the verse you asked about:
The LORD said to him, “Who gave man his mouth? Who makes him deaf or mute? Who gives him sight or makes him blind? Is it not I, the LORD? (Exodus 4:11).
In context Moses is questioning God’s call because he (Moses) did not feel qualified to lead the Jewish people. God answers, in essence, “Don’t worry about your qualifications. If I called you, I qualified you.” In the process of explaining this to Moses, God adds the words of verse 11. They stand alone as the clearest statement in the Bible about God and human disabilities. If I have a mouth, it’s because God gave me a mouth. If I can’t speak, it is because God did not give me the ability to speak. The same is true for hearing and seeing. God is saying, “Moses, you are fully qualified to serve me just the way you are.”
This verse doesn’t tell us everything we would like to know about the suffering and pain we see all around us. But it does present us with a very high view of God. He is sovereign even over blindness, deafness and all human disabilities. This still does not tell us why one person is blind and another person can see, but it does say that behind all our questions stands a sovereign, almighty God.
